Release 4.12)
The original motivation for this ticket was to assign a host to multiple groups, since the current vdc's resource providers are based on Clusters. This will be accomplished instead in #3471.
This ticket will be kept open, we may see a need to allow resources to be in more than one physical cluster later for other use cases.
