Description
For example, to allow a failed VM to be recovered manually and moved to running.

This has been implemented in a couple different ways:
1.- Any state can be recovered, retried or failed
2.- FAILED (the final, non-recoverable pre 4.14 state) has been removed
3.- Automatic response of oned to monitor changes has been improved
Note that thanks to 1, you can move a VM state from state to the desired one, keeping the consistency of its related resources (showback, accountinng, resource consumption on the host...)
