Include pre_migrate failure action for livemigrate, and rollback network operations

Description
This issue it to add the following in case a live-migration fails:
- Execute a custom script with the same arguments as pre-migrate
- Add rollback operation to the networking configurations made on the target host
Note: We could just execute the same pre-migrate script by setting an env variable or adding an argument to it.
