VM sometimes gets to running state after poweroff

Description
After a successful poweroff the VM can become running again for OpenNebula if the monitoring happens just before the machine is shutdown. This also makes the VM unable to change the state to poweroff even if it can not be monitored. This happens because the last_poll time is 0.
