Make target node argument to "onehost migrate" command optional

Description
It would be really neat if the target host argument to "onevm (live)migrate" was optional. If not specified, ONE would decide on a target host based on the specified requirements and rank and such.
As an extension to this, a "onehost migrateall <host id>" command could iterate through all the vm's on the given host and migrate them somewhere else.
Together, these two would make it really simple to take a node down for maintenance.

This is very interesting indeed, however not in our medium/short term plans. I'll close this one and reopen it in the future if needed
