cloud view: should not display remove icon of a template if the user has no MANAGE permissions

Description
If a user has no MANAGE permissions over a resource, he will not be able to remove the resource. In the Cloud view however, the rubbish bin icon is shown even if the user doesn't have MANAGE permisissions, which may confuse the users.
