API calls to create, list, delete and update VDCs thourgh XML-RPC API

Description

Using the XML-RPC interface a developer can:
  1. Create a VDC
    • A suitable data-model is in place describing the VDC
    • Consistency at user level is checked (group exists, name uniqueness)
  2. Add a VDC implementation, a VDC implementation should be done through the target oned.
    • A suitable data-model is in place for a VDC implmentation: oned endpoint, cluster, resources in the cluster
    • Consistency at datacenter is checked (cluster, host, datastores, vnets exists)
    • ACLs are created for the target one (it may require to input the oneadmin credentials for the target oned)
  3. Update VDC and VDC implementation data
  4. Query VDC details
  5. Obtain a list of VDCs
