Description
Currently only absolutes can be expressed. For instance, to reserve one CPU, RESERVE_CPU=100. It would be nice to be able to express percentages as well (RESERVE_CPU_PERCENTAGE=10, reserves 1 CORE in a 10 CORE host, and 2 CORES on a 20 CORE host).

This has led to problems in the past. Originally the scheduler operated in that way, leading to waste important amounts of host capacity. As mentioned in the example this could be 1 or 2 cores...
