OpenNebula does not place the remotes files in the SCRIPTS_REMOTE_DIR path defined in oned.conf

The problem was that the configuration file read by the ActionManager.rb was not correctly set. It has been fixed and tested. Now it works both in system-wide mode and in self-contained mode.
