If a NIC does not have an IPv4/IPv6 address, Filter IP Spoofing allows any IP

Description

If a NIC does not have an IPv4/IPv6 address and "Filter IP Spoofing" is enabled then the "Filter IP Spoofing" option does nothing and ANY IP address can be used to send. It should be that NO IP address can be used.

Patch to follow.
