Fixed type Default Resource Pool set in template VM template is not used for resource pool decisions

Description
Either importing the template and setting the default Resource Pool or using Sunstone and setting the fixed default resource pool value, that resource pool is not checked against it so it's not being used at all, only the USER_TEMPLATE/RESOURCE_POOL attribute is used.
