Description
In Debian 9, there is no libmysqlclient-dev for install, just a virtual.
# apt-cache show libmysqlclient-dev && echo OK N: Can't select versions from package 'libmysqlclient-dev' as it is purely virtual N: No packages found OK # apt-get install libmysqlclient-dev Reading package lists... The dependency should be changed for Debian 9 and Ubuntu>17.04 to default-libmysqlclient-dev.
