Description

this feature is broke, also its mandatory the change due to the new confs files. (Driver cannot check location inside az_driver.conf anymore).

the behaviour should be:

- two azure hosts (USA, EU)
- one virtual machine.
- Machine has two PUBLIC_CLOUD attributes inside his own template.
- The VM will deploy in any host
- Public cloud section define the main azure attributes, it can be restricted by area.
