This has been reported earlier and has been fixed and closed.

I don't know how to reopen the case so I am starting a new one.
Basically, the "onehost sync"code does nothing but a touch.
Shouldn't it do the scp again just as if it is adding the host for the first time?

That is the supposed behavior, the scripts will be propagated the next time the host is monitored.
