Add editable templates to Clusters

Description
The RANK and REQUIREMENTS attributes of VMs can refer to any Host attribute.
Now that Hosts are grouped into Clusters, these could also refer to attributes inside the Cluster template.
This would require:
- Add templates to clusters
- onecluster update command, OCA and RM methods
- Modify the scheduler to make it request the cluster pool and use the attributes

This is in 3.6, at least the template part. However, using the template attributes in host REQUIREMENTS is still needed. Closing this one
