Description
At least for kvm, if a VM with the same name exists, the deployment will fail.
This can happen if a resubmit action fails to delete the VM, and then it gets deployed in the same host.
The driver should either delete the existing VM, or consider it a deployment success.

This is an exceptional situation that may require manual intervention. It should be handled with the ZOMBIE_VMS attribute, closing.
