Synchronize power-off states with hypervisor

Description
When users shutdown a VM, by issuing a "shutdown" from inside, OpenNebula is not aware of that and puts the machine in an "UNKNOWN" state.
OpenNebula could monitor power states on the hypervisor, and sync the instance state.

IMHO this is done by the current monitor process, but if the VM has disappeared from the hypervisor list; how can be those states monitored?
