Description
It's not possible to change a vm in state "POWEROFF" to state "RESUME" via OCCI service. This is possible via xml-rpc and according to http://opennebula.org/_media/documentation:rel4.0:states-simple.png a valid state change of a VM's life cycle.
Fix:
Add ", POWEROFF" to OCCI_ACTION "RESUME" (line 71 in ONE 4.2)
