Usage quotas should detect if a VM creation will pass the limit

Description
When a VM is deployed, it will take some storage from the Image DS (disk target SELF) and the System DS (disk target SYSTEM).
These two numbers should be reflected in the quotas before the template is instantiated:
DATASTORE/SIZE
VM/VOLATILE_SIZE
