Needs to be able to update, to hold endpoint information and this feature offered through Sunstone + CLI

More functionality:
- allow ZONE inside acl rules, e.g. @100 ZONE/#3 USE
- Add a USE acl rule automatically when a resource provider is added to a group, so the users can see the list of zones they can connect to
