Description

The default acl for the admin group is
@109 VM+NET+IMAGE+TEMPLATE/@108 USE+MANAGE+CREATE

But the CREATE permission only works for , see #1804. We need to fix #1804, or add a separate acl rule
@109 VM+NET+IMAGE+TEMPLATE/ CREATE

Formatting, it was supposed to be:
