Description
Add the ability to disable at the system level (ie, oned.conf) the proactive VM polling if the host is not accesible. This will aid avoiding saturation in the front-end when a high number of hosts is down.

With the new monitorization system introduced in 4.2 (VM information included in Host monitor info) there is no need to perform individual VM monitor calls
