tag vm from template

adding vm tags is possible only for running vms, but there is no direct way to preconfigure tags from vm template.

i tought about some usecases like tagging vms about SLA level and some other cool things BLKIO_BOOST (limit multiplicator the use could change after vm is instantiated), VM service URL and some other.

(the thing with BLKIO_BOOST is something i work currently on - have resource limit that could be sold like CPU and MEM and has some limit. but doing it out of opennebula codebase as scripts and hooks)

in general the feature should be about tagging the vm in time of instantiation with some starting values from the template

currently it is possible to get this done with some hook that could put some special vm contextualisation variables (for example prefixed TAG_) to the started vm - direct way for putting tags could be easier to use.

Currently you can add custom attributes to a VM in any state. In 4.8 we have also user inputs, so the user can introduce specific tags on instantiation. Is that what you are looking for:
