Description
vms-tab.js VNCstates uses complete names such as HOTPLUG_SNAPSHOT, but the comparison (sunstone.js enableVnc) is made with simplified state names, like HOTPLUG (opennebula.js resource_state).
Plus it relies on the translated string, what doesn't look very reliable.

Solved in branch bug-3639, commit doesn't show up in here because it has a wrong label.
