Description
In some situations a monitor probe can report a running VM when it is power off. This is because of the asynchronous nature of the monitoring process.
This issue is to implement the same mechanism for zombie and wild VMs, i.e. not consider the monitor information to automatically transition the VM to a new state until it is reported twice by the probe.
