Description

As Discussed at OpenNebula Conf 2015 allow "CLONE" / "IMAGE_FLATTEN" / "REVERT" operations on VM disk images (state "USED") while the VM that's using them is in state "POWEROFF", "UNDEPLOYED" or any other "harmless" state a VM can be in regarding disk modifications. Prevent the VM to get into "RUNNING" state while these operations are ongoing.
