Description

Xen deploy script should set scheduler credits to enable fair share of cpu resources but fails to do so.

The Credit scheduler should be able to be enabled/disabled from the xenrc configuration file. We will add this feature as part of this issue. The default will be to set the credit scheduler to disabled.
