Add configurable for Sunstone to confirm all stop/shutdown/reboot actions

Description
Currently Sunstone prompts for confirmation before terminate actions, which is good, however it does not prompt before stop/reboot/shutdown actions (which, depending on the vm, could also cause problems if this was selected inadvertently).
It would be nice to have a configurable option that we could enable to have Sunstone prompt for confirmation for all of the suspend/stop/poweroff/undeploy/reboot actions. I suggest this as a configurable, so that the OpenNebula administrator can choose whether to enable it or not, via sunstone-server.conf or other.
