The core should ignore duplicated monitoring data

Target version:Release 5.6
Resolution:worksforme Pull request:
Affected Versions:OpenNebula 5.0, OpenNebula 5.2

Description

There are some corner cases where the monitoring probes can send twice the monitoring information of a VM. When this happens, instead of replacing the attributes, they are added, so we can end up with VMs with two NET_TX tags, instead of just one. This breaks the CLI and other tools that expect one and only one.

This should be prevented by the core.
