Problems with host monitorization

Description
There are a couple of issues with the new monitorization:
- VMs in poweroff or suspended are detected as being running in the host, and monitor_done is triggered when it shouldn't
- If there are lots of disabled hosts, the sql query will return the same hosts over and over because the monitoring time is not updated
