novnc init scripts

Users not using sunstone's builtin webserver (f.e. httpd with passenger) need to start the novnc itself. Currently there's no init script for novnc itself.
Testing have been made on Debian Wheezy with ONE 4.6.
Changes for Redhat-based distros are not included.
feature #2862: make sunstone-server script start novnc by default
Add commands start-sunstone, stop-sunstone, restart-sunstone to bypass novnc start,
stop and restart. The init scripts for CentOS, Debian and Ubuntu are changed so
they use these new commands.
