Description
- Image is bound to datastore
- Datastore is bound to cluster
- Thus TEMPLATE is bound to a cluster
--> lots of reduandant templates!

This is the expected behavior; this way a TEMPLATE will be always allocated to the cluster where it works. May be you can revisit your cluster definition. But in general, you do not want a template to be allocated in a hypervisor that does not mount the datastore where the disks are stored
