Problems due to libvirt instability

Description
When libvirtd crashes(frequent event) while deleting several VM's, they are deleted from ONe but they keep running on the host.
I think that the deletion should fail when libvirtd doesn't respond unless some kind of flag is used.
If they get deleted from ONe, we can't keep track of them and we must delete them manually.

We control now the number of concurrent operations. this should be fixed
