Description
Hello,
If a VM take a long time to power off, I can't open the VNC console to see what's happening, this means I need to open the VNC console before doing the power off.
For a windows VM, a dialog may require user input to authorise the power off.
It could be interesting to not hide the VNC button until the VM is actually OFF.

Already done in master. This was actually the behavior in the admin view.
